Windows wont start...

This is a mess. I have a worm. Its the one that shuts down your computer
in 60 seconds right after it boots up. I found the bulletin about the
problem and was going to fix it but now my computer wont boot up. It
shows the dell logo and a loading bar that lasts for about 3 seconds
and the screen goes black. Do I need an emergency start up disk or
what? I'm normaly a mac user so I'm learning how pc's work. Thanks.

Safe mode wont work. The recovery links on the second post dont either
