Windows Update hangs at 0% with error 0x800C0008

I have tried everything I can find on the internet to fix this, and so far
nothing works. It started about a month ago, after I downloaded the latest
stuff from the Windows Update site and installed NIS 2004. I don't know
which is causing the problem, but I've tried everything I have seen for
either issue. I have searched the IE support site, the Symatec Support
site, and Google for anything related, and they just don't make any
difference. I have recently installed the MS04-022 patch, and the Q831167
patch, but nothing changed.

Any other ideas?

Windows version?

Scan quickly reaches 100% and displays "There are no updates available"
message / log file lists error 0x800C0008 or 0x80072EE4
http://v4.windowsupdate.microsoft.com/troubleshoot/

To assure a clean install, your anti-virus application should be disabled
and all other running processes closed before installing anything, including
Windows Updates. The NIS firewall settings may be interfering, too. Try
disabling it (careful!) before going to WinUp.
