"...Windows did not start successfully...."

I've just got a new, faster, higher capacity hard drive
and have used the included software to format the new
drive and copy an existing installation of XP Pro to that
new drive. However, when I try to use the new drive as my
boot drive I get an error message saying that "...Windows
did not start successfully. A recent hardware or software
change might have caused this." How do I resolve this
problem?

It all depends on what version of XP Pro. OEM: full Retail or Upgarde Retail, was installed on your PC

OEM is not licenced to be moved or reinstalled on a different hard drive

Retail is OK

You can do a google for 'move hard drive' and find all references.

Mostly I would suggest that you should be able to use Norton ghost and Image from the old HDD to a partition and then Restore to the new HDD

Failing that, you can do a repair installtion, boot of the XP CD and choose repair on the second phase: not the first

This will reset the hard drive files and Windows will be happy in it's new hom,e. After all the anti-piracy features are designed to detect major changes to the Operating System environment...which is just what you've done to it
