Whenever I run a full system scan from Windows Defender, Defender
tried to scan all drives including my A: drive. Is there anyway to
configure Windows Defender to not scan the A: drive by default?

Hi

In Defender go to the drop down menu for Scan, then select Custom Scan...
Enable 'Scan selected drives and folders' - click on Select and
disable/enable in there.
