Win XP Desktop Wallpaper Changer

Those on Win9x/ME should use the ESCO Wallpaper Changer. Does all of
the above.

Can anybody tell me, why Microsoft needs to validate my XP (an OEM
version bought with the machine) when I want to download this file
directly from Microsoft USA, and it won't allow me to get it otherwise
(especially as my Opera browser won't run ActiveX components, and I
like it that way);

but when I fetch it from the Microsoft Windows for Taiwan page, no
one's gonna ask anything about my system, and I can get it without any
hassles?
if anybody needs to know.

Kind of double standard, eh?
