Win 98SE and IE6

My sister in Australia has a 6 month old PC with Win 98SE
and IE 6. She has recently used the MS Update site to
update Win98 and IE. IE now has SP1.
The problem is that I have been sending her emails with
some attached JPG's. If she looks at these pictures with
MS Photo Editor, they are fine. But when she opens an
HTML file with links to these pictures, the pictures
appears as a jumble of letters and numbers. This is most
likely the actual code of the picture.
When I look at the same html file on my computer (XP SP1
and IE SP1) I can see these pictures as they are supposed
to be.
Is this a problem with IE 6 on Win98 SE?
I have tried everything I can think of but she just
cannot see these pictures!
Any advice or even a solution would be most welcome.

Both of those articles refer to problems that apply to IE as well as OE.
They just happen to be written by people who mostly support OE.
