Internet Explorer Opens a Blank Page with a Placeholder Icon Instead of a pictur

Lately most pictures on web pages in IE 6 will not
load...just blank box w/ x in a square. I have right
clicked and chosen "show picture" to no avail. also, in
tools, options, advanced, media....everything is checked
to show pic's , videos, etc. Please help. This has
happened off and on with no explanation that I can think
of. running win98
