Why I cannot able to register for account?

Does anyone have any suggestions on why I cannot able to register for account
on my computer?
In www.squares-gann.com/register.php, when I try to register my account, but
find not able to register any new account on my computer. I have contacted
the web master about this issue, he mentions that he has no such problem
during the registration process, and everyone is able to post any question
everyday. He suggests me to reinstall my window and I.E.or try to use other
computer to do it, but I have tried to register a new account on two
different notebooks, and reinstall my XP and get updated, I still have no
luck to register any new account, web master helps me for registration, so I
can login, but the problem is not solved, when I try to post any question on
forum, I get a message "Could not insert forum post". I have reported my
case to web master, he mentions that since I cannot register for a new
account on my computer, the same problem will cause not able to post any
question on this forum. I do not have any idea whether my computer causes
this problem or there is the problem on the web site.
Does anyone have any suggestions on what cause this problem?

Except for the advice to try registering from another PC,
this seems unreliable. If you encounter no other problem
you do not need to reinstal WinXP or your internet browser.

The webmaster did not ask you how you configured IE.
Versions used with WinXP have numerous security measures
to protect you from malware. Perhaps default configurations
prevent the exchange of cookies associated with registering
on that particular web site. Examine the security menus of
your IE for reassess its configuration. Another line of inquiry
would be to locate someone who has registered OK using
exactly the same OS and software as you, and ask how
he is configured.

Possibly, the site requires cookies and your computer is set to reject them
either partially or totally. That is the case with many sites that don't
work or don't work properly. Damned arrogant of them, I think.

The site you are dealing with wants to set 7 cookies...2 from themselves and
5 from hotrank.com.tw.

Is anyone successfully register for any testing account using I.E. or FireFox?

The question is how they identify who I am, have you tried to register using
any testing name? and try to login, do you find any luck for registration and
able to login?
