where do I turn on the system tray

I just did a fresh install of MCE, and beyondTV, AVG etc..
The system tray does not appear (or system notification area, if you prefer).
Not just the icons but the whole tray. (the "Hide Inactive Icons" option is actually greyed out. I do see the time displayed in the system tray area.

how do I get the icon displaying part of the tray to appear?
