Windows XP How do I make the system notification area show

I just did a fresh install of MCE 2005, and beyondTV, AVG etc..
The system tray does not appear (or system notification area, if you prefer).
Not just the icons but the whole tray. (the "Hide Inactive Icons" option is actually greyed out. I do see the time displayed in the system tray area.

how do I get the icon didsplaying part of the tray to appear?

is the "Auto-hide the taskbar" option ticked, or not ?
{ Control Panel > "Taskbar and Start Menu" }

NO that option is NOT checked.

I tried checking it just to see if it would make the notification area appear, but no luck!
