When I go to a website where I have been before I have to refresh

Why do I need to refresh my webpage each time I visit it or the time doesn't
change while I am on the site. Also it doesn't show my latest posts unless I
click refresh.

That is a configuration of your browser.
Depends on IE, Netscape aso. go to tools or edit and then properties. There
you can set up how often the browser should compare the page with the page
which is already in cache, because you visited it before.
