web links in emails don't work

When I click on a link in an email, I do not go to the website. Instead I
get a box that pops up as if I am saving a file. It says "Locate Link
Browser" at the top and "Executable Files (.*exe)" show in the Files of Type.
The only buttons I have to push are "ok" and "cancel". I don't know what
I've done but it was working just fine last week.
