blocked links in Outlook 2003

Can not open hot links in email msgs. When I click on a link a "locate link
browser" dialog box opens and is looking or executable files. This started
a month or so ago----it used to pause in the dialog box and then open the
link. Currently it does not open the link.

Please advise.
