Web Folders errors - cannot "save as", open, or create new in Frontpage

I have WIN98SE, Frontpage 2000.

Opening webs using Frontpage / File / Open Web / Web Folders no longer
works, the errors are "the folder...is no longer available" and "the
current operation cannot be completed because an unexpected error has
occurred"

However, if I use File / Recent Webs, this works.

The other problem is I can save an html file, but I cannot "Save As"
and then find the location in the Web Folders, I get the same error
"the folder...is no longer available"

I tried deleting one of the webs, but when I tried to create it again I
get the error "Cannot connect to the webserver http://...."

I have deleted all *.web files numerous times, this does not help, and
I no longer have the CD to reinstall Frontpage 2000.

It would seem the problem is specifically with "Web Folders", I can't
open, save as, or create new. How can I fix this?
