is there a free wallpaper changer that changes wallpaper at startup, does
not use system resources (i.e. sit in the system tray), and does not install

There was something called Wallpaper Changer by Frank Pleitz at
wallpaperchanger.de (I am writing it that way to avoid him getting
swammped with Gibe.F/Swen.A mails), which can by option be installed to
run at autostart and stay in the tray (in order to adapt the icon
captions and make the lines transparent) or be removed from memory right
after loading the wallpaper.

I will have to check first if it is still around.
