Like a random wallpaper changer, except that it changes the sign on sound.

I know of a random logon and logoff screen changer (the various
LOGO.SYS type files) but not an app that changes the sound, sorry.

Here are a couple you can try-
StartSoundRandomizer (13K)
http://www.our-class.net/mmchristen/startsoundrnd.php
"StartSoundRandomizer sets a randomly chosen start sound which is played
each time WindowsT is started.
As I had enough of hearing the same boring start sound every time I started
WindowsT, I thought of a program that prevents you from hearing the same
stuff over and over again...
To install StartSoundRandomizer, please follow these steps:
Copy StartSoundRandomizer.exe to your hard disk
Get a couple of WAVE sounds and copy them into a folder of your choice.
Run StartSoundRandomizer.exe. A dialog will a appear prompting you to enter
the path where you have placed the WAVE files.
In the Autostart folder, create a shortcut to StartSoundRandomizer.exe.
By creating the shortcut in the Autostart folder, StartSoundRandomizer is
executed each time WindowsT is started. StartSoundRandomizer then chooses a
WAVE file by random and modifies the corresponding registry entries and
terminates. So it does not use any resources any more while you are
working!"

RandomWave (237K)
http://www.leidenscientific.nl/software/software.html
"RandomWave is the result of exploring the Windows 95 registry!
This application will change desktop and system sounds at Windows startup
(thus changing a few times a day ;o)).
When starting the application you will get an editor to edit lists of
event/sounds. Tested with: Windows 95/98/2000."
