Virtual PC 2004 and Windows 2000

in anticipation of getting implementation requests on Virtual PC 2004 and the Upcoming Virtual Server. I'm installing Virtual PC on a Windows XP Pro box. VPC allows me to install Windows 2000 Pro and after installation I receive the error. " The Logon User interface DLL msgina.dll failed to load." Any thoughts on why Windows 2000 Service Pack 3 Software Assurance disc would generate that error on load?
