user to install print drivers

How can I allow either a user or power user to install any printer they
wish? I have done the load-unload-device-drivers and that did not work?

this will only work for Power Users. Users cannot install print drivers
(setupapi can do this (as system) if the device is PlugnPlay and the drivers
are in drivers.cab.

Power Users on the local system works for me everyday.
