DOT4 drivers requiring admin credentials

Most users on my domain login with Power User credentials. Power Users have
been give "Load and unload device drivers" permissions through GPO.

The users are able to install local print drivers but the problem they
encounter is that when they connect a local device, such as a multifunction
printer, that requires the DOT4 driver they are prompted for admin
credentials to complete the install.

Anyone know why this occurs or if there is any way to work around it so we
do not have to give the users admin rights to install these device drivers?

Power users should have those rights already. Installing a printer should be
on the list of their rights. It sounds to me more like a registry permission
problem.
