Policy in effect preventing installation of network Printer

I have a W2K3 printer server and have several printers available for users
to connect to via IPP or UNC point and print. Previously with W2K we had no
problem allowing a restricted user to connect to these printers. My problem
is that now with XP SP1 users can't install printers. I have read KB
article 319939 regarding the policy settings for point and print as well as
the Load and Unload Driver Privilege, however, this has not helped. It's
hard to believe that Microsoft has no way of allowing users, either using
IPP or UNC printer installation without being an administrator or power
user.

The bottom line is this:

I need to allow users to connect to printers they have Print permission to.
I don't want to make everyone a power user and certainly not an
administrator. If there really is no way then I need to know so I can stop
wasting my time. If there is a way, even if I have to push out cab files
with drivers to our users, I would sure like to know how.

Thank you for your post Cari, however, I don't see how this allows users to
install network printers themselves or via a logon script without giving
them elevated privileges.
