Unable to start in safe mode

I have a boot up problem where about half the time my system stops in
a dos screen just before the moving bar XP screen.

I have tried starting in safe mode but all i get is a scrolling dos
screen of all files opening then it stops at mup.sys and locks up.

How can i solve this?

Could the mup.sys file be creating my start up problem?

What does mup.sys do?

Scan your system with a virus checker. Use a floppy disk (write
protected) if possible to do the scan. You can download a free copy
