Can't reinstall SP2

Hi,
Here is my problem. First, I can't start my computer in safe mode. When I
choose that option, it stops at MUP.SYS and comes back to the menu options
(safe mode...). So I tried to reinstall SP2 and when it starts extracting the
files from the CD, I get the message that Update.exe cannot be opened. I
really need to fix thise problem because I need to start my computer in safe
mode.

Any help will be appreciated.
