unable to open programs

I am unable to open my Norton AntiVirus from either my
desktop or my menu. I can access my live update program
but not the main program. I am also unable to get any
Microsoft updates. It tells me my security settings are
to high and it's unable to scan my computer. I have tried
in Safe Mode. I have uninstalled and reinstalled. I tried
spybot and ad aware. Is my computer just fried?

NO, it’s baked... :)

Did you try to change security settings in Internet Options (Start -> Settings -> Control Panel -> Internet Options)?
