Unable to change the password, C00000BE

I'm working with a Windows 2000 server network (All
servers are SP4 with the latest patches etc.), with
multiple sites. The PDC Emulator is at Site 'A'.
When a user (NT4 workstation sp6a with latest patches etc.
and the DSClient) at site 'B' tries to change his
password, either trough 'Change password at next log-on'
or by using 'Ctrl-Alt-Del' he gets the error 'Unable to
change the password on this account,C00000BE'.
When using the lmhost-file using #pre #dom he can change
his passowrd.
Anonymous logon is set to '0' at the pdc emulator.
There's no NTLMMinServerSec value, KB176978.
Connections between sites (VPN) are present/active.
I see no errors in WINS/DNS
Anyone having idea's/Solution.
