Password Change C00000BE problems

I have a W2K Server SP4 PDC and a few Win NT4.0
Workstation SP6a clients.

Occasionally, when users attempt to change their
passwords, either before OR after logon, I get the error
message:

"Unable to change the password for this account
(C00000BE), please consult your network administrator."

Restrict Annonomous is NOT defined on the PDC, and none
of
the other situations discussed in the knowledge base seem
to apply to us. If anyone has any ideas about this I'd be
very grateful.

I don't know if it will help but you say that the policy is "undefined" on
the dc. Originally is was defined in Local Security Policy. You might try
defining it to the "no additional restrictions" default level in local or
domain controller policy. There are other security option incompatabilities
that along with the inability for a downlevel client to find/contact the pdc
fsmo role holder via netbios name resolution [broadcasts or wins] that can
cause problems. If you are using wins, make sure the domain controller is
also a wins client and consider implementing wins if you are not. --- Steve
