trouble viewing images on all web pages

every web page i go to will not show any images, they all come up as red x's. i can go into the view option on the tool bar and change the encoding to western european and that seems to work b/c then all the images come up fine the way they are supposed to. the only problem is as soon as i move to another page it goes back to the way it was, all red x's? i'm constantly having to go to the view icon and change to western european encoding with every page i go to. any suggestions on a why to fix this?

In the Tools, Internet Options, Advanced tab, scroll down
to the Multimedia sections and make sure the show pictures
box is checked.
