Terminal services user login on a 2000 server

Here is my situation. I have a small, less than 50 clients, network. The
server is 2000 pro and the clients in question are XP machines. Several
times a day I log into the server via remote desktop for several reasons.
Other people with IT privileges also log into the server during the day. Now
our auditors want each user to login with a unique user account, we all use
an administrative account to do this, so they can see who did the changes.
My concern is how does the login procedure for remote desktop/terminal
services actually log into the server? Does it stop and start services on
the server each time a different user logs into vie these methods? Our
exchange server is also on this machine so I don’t want that stopping and
starting several times a day.

* Are you letting users TS into your DC? Not a good idea really.

* Services start when the machine starts; not tied to the logon/logoff
process.

It is the nature of services that they are not affected by user
logins, whether via the console or via the terminal service.
