Task Manager

In the Windows Task Manager/Performance there are two grafts for CPU Usage history they are divided by a line.
The one on the left is consistent with the CPU usage but the one on the right seems much higher.
I do have a Intel 820 D Duo Core processor but don't know if that is what this other one is.

Since you are using Dual Core Processor (a single processor with two dyes) -
Task Manager thinks that they are basicaly two processors.

To view a single graph for both the processors, click View->CPU History->One
Graph, All CPU on the menu bar for Task Manager.

Hope this gives you an idea.
