Task Manager behaving strangly

If I start the Task Manager from my Administrator account, it runs
just OK.

I have done a full scan for malware with Kaspersky Anti-Virus
without finding anything.

What can I do?

Do you know what had happened?

Had I touched some key I shouldn't?

You double clicked the border to put it in tiny foot print mode.
