tab to a new level in outline format does not work

The shortcut keys of tab and shift-tab does not work when I do an outline
format. I have the options set up correctly, however, upon pressing 'enter'
after the first line of the outline, it goes to the next number. When I press
tab, it does not go to the next level (A) but just a plain tab space. also,
when I push shift-tab, it does a regular tab, as well, instead of going
backwards.

I've had our IT department look at it but it wasn't solved.

Tools > AutoCorrect (or AutoCorrect Options) > AutoFormat as you type (tab)
Check the option for "set left- and first-indent with tab key.
