switch to work offline?

"Work Offline" is apparently not an item in IE's File menu
until first going offline in OE. Is there a way to always
have the option in IE for switching on/offline? Or better
yet, how about an on/offline switch that's independent of
both IE/OE?

Double click the 'working online' icon in the taskbar?

Is that the icon that lights up to show modem activity?
If so, it won't let me work offline without disconnecting.
What I want is just an on/offline switch that allows me
to stay connected -- like the one in OE.

It's an OE feature, not an IE feature.
