Strange Proxy issue in IE6 with XP SP2

I have a computer that uses a proxy when it connects thru the work (rarely)
and does not when at home or traveling (95% of the time). For some reason
the proxy ALWAYS reverts to on on restart/reboot. I have reset default
settings but on reboot the proxy comes back. THis is causing major
connections issues with PCAnywhere and not being able to connect. How can I
disable, revert to default settings with turning the proxy manually and IF
needed?

One or more options/settings in an ever-growing number of third-party
applications may be disallowing the change(s) from "sticking". These include
but are not limited to Ad-aware's Ad-Watch, Spybot Tea Timer,
SpywareBlaster, SpySweeper, Spyware Doctor, Norton AntiVirus, McAfee
VirusScan and/or Antispyware, and Zone Alarm (Free and Pro).

There are no adware programs installed, no adware problems/risks/or viruses,
scan done and all on the up and up.

Norton AV 07 installed, was disabled - still proxy comes back.

Edited the registry keys HKCU/Software/MS/Win/Cur Ver/IE ProxyEnable (set to
0) ProxyServer address wiped out.

Reboot - all comes back - even into the registry! If I enter int he other
proxy server and reboot, it all comes back to the orignal proxy server IP.

This is like a bad Halloween joke!

Disabling NAV does NOT disable the Norton Add-ons that might be blocking the
change, Kim.
