Windows XP Start Windows Normally

Please help I have been trying to configure a windows XP machine but it gives me the Message" Start Windows Normally" and even if going to Safe Mode its failing and now there is nothing on the screen shown ... what coould be the solution after I tried to check the processor and the memory . those are ok but still can't boot ..
Please help
