Speech Recognition Does Not Install

I am trying to install the Speech Recognition Engine into WinXP (Home) from
the WinXP Plus Pack.

It doesn't seem to be working.

When I go to Start/Settings/Control Panel/Speech, the Speech Recognition Tab
is missing.

I have previously installed the SRE with no problem using MS Office (once .

What am I doing wrong?
