SP4 install problem

Windows Update/ Installation History indicates SP4 as "In
Progress" as of November 2003.

About an hour ago I did the full download, save, and
install, including the reboot.

In fact, I've rebooted twice.

The History still shows only one instance of SP4, and
still shows it "In Progress," dated Novemeber 2003.

1) why is it still indicating "In Progress"?
2) why has it not installed properly?
3) how do I get it to install properly?
4) how do I get History to indicate it correctly?
