SP3/SP4 breaks USB after Hibernation

In Win2K with no service packs my USB devices wake up fine after
hibernation. However after applying SP3 or SP4 the USB devices
are not recognized after the laptop resumes from hibernation, i.e.
suspend-to-disk, although they do resume fine after suspend-to-ram
or the quicker standby. Strangely enough, I can get the devices
partly working after resuming from hibernation as follows. First,
unplug the USB hub from the laptop before hibernating. Resume from
hibernation then immediately do a suspend-to-ram and resume, then
plug the USB hub back in; now the devices are all recognized again.
It seems that the USB devices will be recognized after hibernation
only if I further perform such an additional suspend-to-ram after
resuming from hibernating but before plugging the usb hub back
into the laptop. Is it not the case that after resuming from
hibernation all usb devices are supposed to wake-up working just
fine, without requiring any unplugging and replugging, etc? Since
this all worked fine for me in Win2K with no service packs, I can
only presume that some service pack has broken USB after hibernation.

Moreover, besides the inconvenience, said kludgey workaround doesn't
really solve all my problems because one of my app's loses track of
an attached device. Namely my i-phone app (IConnectHere PCPhone) no
longer recognizes the USB Audio device (part of the Actiontec
Internet Phone Wizard, which is a full-power composite usb device).
I'd guess that after hibernation Windows is somehow reseting the IPW
and the PCPhone app isn't being notified appropriately of the change
(PCPhone no longer sends audio to the IPW after the IPW is revived by
the above-described kludge). However, the IPW does revive fine after
a suspend-to-ram or the quicker standy.

Any advice? Where do the USB wizards hang out?

I get this exct same problem with my USB keyboard and standby mode. Although I've got SP4, I know it was happening from SP1 (I can't remember before that). It's a very annoying problem because it means I need to keep it on a front USB port to keep unplugging it.

I am having the exact same problem as you are with the Internet Phone Wizard and Windows 2000. Have you figured out yet how to fix it?
