shut down drop down menu instead of "buttons

HI , after a reformat I now have a drop down menu in the shut off menu and
hate it. I have done everything there is to do listed ...........

went to Control Panel/User Accounts and click Change the way users log on
and
off. Selected the Use the Welcome screen and Use fast user switching
options. (after checking them, it goes back off again)
Exit and reboot.

used tweak

control userpasswords2

nothing works, I still have a drop down menu, any help?

Check the following:

Control Panel | System | Advanced Tab | Performance .... Settings | Visual
Effects Tab and make sure that Use visual styles on windows and buttons is
set.

1. Click Start - Run - type SERVICES.MSC
2. Check for Fast User Switching and Terminal Services. They must be running.
3. Open Folder Options and click Offline Files tab and uncheck if Enabled.
