Shortcut not working on XP sp2

I'm trying to streamline the process of using Remote
Assistant by creating a shortcut on the desktop with the
path listed below. When a user clicks on the shortcut a
remote assistant window is displayed.

I've tried this on two computers. On one it works, but
the shortcut does not work on the other computer. The
other computer has Windows XP with SP2. I'm thinking
that maybe the firewall in XP2 is blocking a port that
hcp uses.

What can be done to solve this problem?

Jim,

It works fine here (in a SP2 box). Type these commands from Start, Run
dialog and see if that helps.

"regsvr32 itss"
"helpctr -regserver"

Regsvr32 worked was able to activate the RA from the
URL.

Question: How can you pass an IP address in with the URL?
