Can't create shortcut to exe when logged on as user

PC is a client on a domain. Running XP SP2. When logged on as a user, I
cannot create desktop shortcuts either through the conetxt menu New Shortcut,
or through right-click Send to... At the point of selecting the shortcut
destination, I'm taken back to the desktop.

When logged on as administrator, I can create the shortcuts with no problem.

This is a network with 30 workstations, and the behavior is restricted to
this one workstation. The shortcuts I'm attempting are to local exe files,
e.g. Winword, Excel, etc.

How can I fix this? Thanks for any suggestions.

Log in with an admin Privileges in the GPO policy and edit for that PC/user
the priv to create shortcuts for Apps.
Open a run command and type in:
gpedit.msc click [OK]
look for it under the Administrative Templates under user configuration:
