service pack 4 will not install

We have a 2000 server with SP3 installed. When we try to
install SP4 we get an error "the file C:\winnt\system32
\netstat.exe is open or in use by another application.
close all other applications and then click retry"

We have tried closing the other applications and even ran
the server in safe mode but the error still comes up.

Any suggestions?

Brad,

Have you tried looking for netstat.exe in the Task Manager Processes tab?
If it is in there, you can try to end it.

Yes, I did look for it but it wasn't listed under the
processes.

If I don't load service pack 4 and run the critical
updates instead will it accomplish the same thing as
installing SP4? Or do I need to install SP4 first?

for security it will be the same, but for overall
stability not

Have you tried installing the servicepack in safe mode?

Hi Brad,
Have you solved the problem. I face the same problem, just that the file is
not 'netstat.exe' but 'atapi.sys'. Also tried in Safe Mode but in vain.
