I'd like to send a form to a user consisting of a templated email
message.

The templated email message is a follow up message to be sent to a
customer.

Recipients of the templated email tweak a thank you message and click
a button sending the message to the customer.

Is this doable?

What type of template or form is available in Outlook to accomplish
this task?

Users prefer to see something like an editable HTML file rather than
an actual Outlook form having buttons and inputs.

I'd create a draft message and send it to them as an attachment. They can put
the attachment in their Drafts folder and use that, tweaking it before they
send it.
