Scrolling web pages in IE7

I have a Logitech wireless optical mouse, Win XP SP2. and IE7. The mouse is
set to scroll one line at a time. This works fine in the Office Suite, and
Mozilla FireFox. But in IE7 when I use the scroll wheel, the lines are
scrolled 5 times, one line at a time. This happens if I am scrolling up or
down. If I use the arrow keys, the lines advance one line at a time for each
press of the arrow key. I have checked Use smooth scrolling in Options and
unchecked it to no avail.
