Scroll show jerkiness and seems like it's refreshing.

The Background:

One of my ram crashed and i got a blue screen. That's fixed and I
reinstalled windows. Put more memory in now have p-4 2.4 laptop with approx.
756 mb ram.

Problem:
When I scroll with my mouse wheel on the internet, my window seems to be
jerky and looks like a computer screen when you watch it on a newscast. It
only looks like that when I scroll. This has never happened before and it is
now happening in IE and other browsers.

What I have tried:
Downloaded mouse driver.
Checked smooth browser viewing in Internet Options
Mouse is at 3 lines.

Question:

What is wrong.

Tools | Internet | Options | Advanced
Uncheck Use smooth scrolling.
