rules wizard cannot be accessed

Hi all. I am using office xp professional. From my outlook program i could
not access the rules wizard. There is no reaction whenever i click on rules
wizard. I did a detect and repair but the problem remains. How can i solve
this? Thks in advance.

For what mail account type?
Locate outcmd.dat and rename it to .old to reset the Toolbar.
