Rules Wizard Says I Haven't Set the Value in the Rules Description

I was recently upgraded to a new PC and since then my I can't set up a Rules
Wizard. I've reinstalled and tried detect and repair.

When I go through the steps of the Rules Wizard everything goes through just
fine, but when I'm done and Click ok to apply the rule and exit the area I
get the following message: "A value in the Rules Description has not been
set. To set a value, click underlined words at the bottom of the Rules Wizard"

Even though I've already clicked the underlined words and filled in the
information, I still get the error over and over. It doesn't matter what type
of rule I try to set.

All I want to do is set up and Out of the Office reply.

It might help if you provided details of what conditions and actions are involved in the rule.

Actually I was able to fix the problem myself after some trial and error. I
had to delete the rules that were in my system prior to my transfer. Once I
did that, I was able to create the new rule with no errors.
