How can I transfer registry from one user to another on the same machine?
I tried regedit - export from and import to - but while importing it says
some processes already running so import cannot be done?

Also what is the best way to backup registry?

Your registry is backed up automatically by the System Restore facility,
provided that you left it enabled.

Transferring a registry from one user to another on the same machine can
have unexpected consequences. If you want to create a clone of an existing
profile then it would be safer to copy the whole profile folder, not just
the registry. If you really want to copy the registry then you can do it
like so:
1. Reboot the machine.
2. Log on as Administrator.
3. Copy the hidden file "c:\Documents and Settings\User2\ntuser.dat" to a
safe location. This is your backout copy.
4. Copy the hidden file "c:\Documents and Settings\User1\ntuser.dat" to
"c:\Documents and Settings\User2".

Don't understand why you want to transfer the registry. It is available and
used by anyone that uses the computer.
Best way to backup is to an external HD.
