Refuses to recognize monitor driver

Reinstalled Windows 2000 Professional on a Dell Optiplex GX150. Didn't install a monitor driver correctly and gave me an error "Code 28". Tried to install another driver using 4 ways:
1) Search for a driver on the hard disk.
2) Search for a driver on Windows 2000 disk and Dell Drivers disk.
3) Download correct driver for monitor model from dell.com.
4) Search for new driver on Microsoft Update.

I have tried installing drivers from all of these sources using plug and play, re-install driver, and update driver utilities. Does anyone have a suggestion?

No "Monitors" subsection in Device Manager? Your graphics adapter and or
it's driver are not passing any information to the OS about the monitor,
hence the reason it doesn't show up in Device Manager. Check with the
hardware manufacturer for an updated Windows 2000 driver for your graphics
adapter.

There is a monitors section in the Device Manager. That is how I was able to get to the reinstall driver utility.

Solution button: None
Cause
This error message generally indicates a bad driver .inf file or bad
hardware.
