My guess is Print Spooler service could be Turned Off.

1. Click Start - Run - type SERVICES.MSC
2. Find the Printer Spooler service and double-click on it.
3. Change the Startup Type to "Automatic" click Apply.
4. Click Start button to start the service.

Now, check the Printer - Properties and see if this help. Else let us know
the Proper error message, Printer Name, and Operating System name.

Rahkohli, thanks for the response....I tried everything you suggested but it
still didnt work. Like i said before when I try and view properties on ANY
printer nothing opens and when I try and r-click on any printer and try the
printing preferences option I receive a windows error message "Operation
could not be completed"
Im running windows XP sp2 and its not just one printer its happening to all
the printers I have about 5 of them.. Im thinking it might be registery
issue with something that may have been turned off, Just a guess but set
default, rename, deleate work, thanks for any help you might be able to give

Is the message just stating "Operating could not be completed" or it is like
"Operation could not be completed. Printer Spooler service is not running".
See the following article:

http://support.microsoft.com/kb/314876

You should be logged on as an Administrator to change the service properties
and What about the Printer Spooler Service? Is it already running or not?

Let us know!

Also make sure that RPC [Remote Procedure Call] service is also enabled and
running.

Try to add any new printer in the list. The check the properties of this
printer. If you can able to see the properties then try reinstalling one of
your other printer drivers and then check the properties.

Before, we discuss anything else, I will suggest you to do a System Restore.
But before that make sure that System Restore is running and you had created
a Restoration Point earlier. Try this.

You can try SFC first before a Windows Repair Installation.
http://www.pcbuyerbeware.co.uk/Recovering_Windows_XP.htm#sfc

If nothing works then you should go for Windows XP Repair Installation
process.

http://www.pcbuyerbeware.co.uk/Recovering_Windows_XP.htm#repair

Hope this help, Let us know.
