Printer driver was not installer - Access denied message

We've got a single Windows 2003 Standard server installed as a DC.

About ten printers are installed on this server. When trying to install
another printer with add printer wizard, we've got "Printer driver was not
installed - Access denied" message after the driver copy process.

We've have tried many solutions found in Microsoft KB Q244938 & Q259574. We
also tried to delete .PNF files in windows\inf. We have checked twice all
Policies and all file permissions on windows\system32,
windows\system32\spool, windows\inf folders. We have tried many Adminstrators
members users. Nothing works.

Please help us. Many thanks.

Are there any other printers that use any of the same files as the printer
you are installing?

I hit a problem recently where the driver files from the vendor where marked
read only. The first driver that uses the files installed fine but
installing another driver using some of the same files would fail because it
could not copy onto the read-only files. I attrib filename -r on
problematic files and I was able to add other drivers which used some of the
same files.
