Printer driver was not installed. Access is denied.

This is a Windows 2000 Server. I have installed printers
on it many times, but for some reason it will not let me
install any printers now. Any time that I try to install a
printer, I get

"Add Printer Wizard"
"Printer Driver Was Not Installed. Access is denied."

The server is a sole domain controller for a domain.
I am logged on as Administrator.
The OS is on a FAT32 Partition.
The whole partition has "Everyone" privileges.
No events are generated in Event viewer.
This occurs any time I try to install any printer, with
downloaded drivers AND/OR bundled drivers.

Its driving me nuts and I have tried everything that I can
think of...

Is it possible for you to convert the FAT32 to NTFS partition or are you
using FAT32 partition for a specific reason?

Given the unstable nature of the NTFS conversion tool and
the fact that this is a live production environment
server, I do not want to convert now. I have seen the NTFS
converter trash systems and that is one headache that I do
not need right now.

The problem is that I cannot anyone else that is having
this issue, there are no articles in the KB and I am just
stuck. The existing printers on the server work fine, the
spooler service is running. The server can print, etc. I
just can't add any printers all of a sudden!

HELP!
